Oak Ridge National Laboratory (ORNL) is inviting applications for an Enterprise IT Program Manager who will drive large-scale technology programs across DOE and National Laboratory environments. As part of the Field Intelligence Operations Division (FIOD), you will take the lead on complex IT initiatives that touch critical systems such as Exchange, Active Directory, and Storage. Key Areas of Responsibility
The Enterprise IT Program Manager will:
- Lead the planning and delivery of enterprise IT programs from strategy to completion
- Define scope, requirements, and performance goals in collaboration with stakeholders
- Direct cross-functional teams including staff, contractors, and vendor partners
- Manage program budgets, schedules, and resources with efficiency
- Oversee compliance with DOE cybersecurity policies and System Security Plans
- Identify risks early and implement solutions that protect systems and data
- Support user-focused design through collaboration with UX designers and developers
- Produce clear documentation, including roadmaps, charters, and quality assurance plans
- Conduct cost-benefit analyses with an understanding of government funding streams
- Ensure programs meet operational and mission-driven goals of DOE and ORNL
What You Bring to the Role
To succeed in this position, you must have:
- A bachelor’s degree in computer science or a related field with at least eight years of relevant experience (or equivalent education and experience)
- Active Top Secret clearance with SCI eligibility
- Experience managing large and multi-tiered IT projects with multiple sponsors
- Proven expertise in secure IT operations and cybersecurity standards
- Strong leadership background with experience guiding technical teams
- Excellent written and verbal communication skills for working with diverse stakeholders
- Organizational skills with the ability to lead projects independently and effectively
Preferred Qualifications That Will Set You Apart
- Seven or more years managing enterprise-level IT programs or portfolios
- Expertise in infrastructure, cloud services, or modernization initiatives
- Familiarity with DISA Security Technical Implementation Guides and DOE or DOD compliance standards
- Hands-on knowledge of audit, security, and analysis tools such as Trellix, Splunk, Tenable Nessus, HBSS, SCAP Checker, and STIG viewer
- Experience with security directives, policies, and technical publications
Special Requirements to Note
This position requires the ability to obtain and maintain a DOE Q clearance with SCI. Because of this, the role is designated under the Workplace Substance Abuse Program, which includes pre-placement testing, ongoing random testing, and possible polygraph examinations. Please note that visa sponsorship is not available.
