Role Summary

The Program Director, Human Resources, plays a central role in overseeing NIB’s HR functions, ensuring compliance, efficiency, and employee engagement. Reporting to the Senior Vice President & CFO of Administration & Management, this leadership position manages payroll, benefits, HR policies, and learning & development initiatives. The role also supports organizational change, fosters a culture of recognition, and ensures the effective operation of HR systems and compliance practices.

Compensation: $99,468 – $127,440 annually
Travel: Occasional (less than 10%)

Key Impact

Strategic HR Operations

  • Oversee payroll operations with accuracy, compliance, and consistency.
  • Manage employee benefits administration, including retirement plans, insurance, leave programs, and vendor relationships.
  • Lead implementation and effective use of the PayCom HRIS system to ensure efficiency and data integrity.
  • Support HR data reporting and tracking to strengthen decision-making and compliance.

Employee Engagement & Development

  • Support the design and analysis of employee engagement surveys to enhance internal communication and organizational effectiveness.
  • Lead the Learning & Development team in executing training plans aligned with organizational and departmental needs.
  • Assist in employee relations, including handling complaints, investigations, and performance management.
  • Provide coaching and guidance to managers on ethical and compliant employee engagement practices.

Compliance & Policy Management

  • Ensure HR policies, procedures, and handbooks are up-to-date, aligned with federal and state employment laws, and effectively communicated across the organization.
  • Partner with NIB’s compliance function to mitigate risks and strengthen organizational accountability.

Rewards & Recognition

  • Assist in the design and management of recognition programs that link performance with rewards.
  • Lead focus groups to identify recognition opportunities and recommend program enhancements.
  • Oversee approved recognition initiatives, including implementation and communication across the organization.

Leadership & Collaboration

  • Supervise HR team members, including specialists in payroll, benefits, HR, and learning & development.
  • Maintain effective communication with NIB employees, associated agency personnel, government representatives, and professional organizations.
  • Serve as a cross-functional resource, ensuring HR initiatives are successfully managed from start to finish.

Preferred Candidate

Education & Knowledge

  • Bachelor’s degree required; equivalent education and experience considered.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint).
  • HRIS system experience (PayCom preferred).
  • In-depth knowledge of employee benefits, retirement plan administration, payroll, and compliance with federal and state laws.

Experience & Competencies

  • 9+ years of HR generalist experience.
  • At least 8 years of supervisory experience.
  • Strong interpersonal and communication skills.
  • Ability to handle sensitive issues with discretion and professionalism.
  • Skilled in decision-making, people management, process improvement, and problem-solving.

Additional Information

This role occasionally requires travel (less than 10%). The incumbent may perform other duties as assigned to ensure the effective functioning of the department.
