Position Overview

The Aviation Resource Management Specialist (Title 32), GS-0301-9, is responsible for planning, analyzing, managing, and controlling all operational and administrative aspects of aviation resources, safety, training, and flight hours. The role utilizes the Aviation Resource Management System (ARMS) to maintain operational efficiency and support leadership decision-making.

Primary Responsibilities

Operational & Administrative Management

  • Serve as a management analyst, advising on operational and administrative processes within ARMS.
  • Maintain and control user security levels to protect database integrity.
  • Develop and implement custom applications to meet unit-specific requirements.
  • Design, develop, and modify reports using SQL and ad hoc queries for leadership analysis.

Data Analysis & Reporting

  • Analyze management reports to evaluate program adequacy, trends, and corrective actions.
  • Provide go/no-go mission reports and conduct pre- and post-mission reviews.
  • Record aircrew and aircraft flying hour data to ensure mission safety and compliance.

Training & Compliance

  • Research, validate, and interpret Air Force Instruction (AFI) Mission Design Series (MDS) and related training requirements.
  • Ensure alignment of medical, physiological, flying, and ground training requirements with higher headquarters standards.

System Support & Problem-Solving

  • Identify system-related problems, determine causes, and request repairs from appropriate authorities.
  • Recommend process improvements and assist in organizational change management.

Education Requirements

  • Master’s degree, equivalent graduate degree, or 2 full years of progressively higher-level graduate education; LL.B. or J.D. also acceptable if related.
  • Official transcripts must be provided to support educational claims.

Experience Requirements

General Experience

  • Experience or training in organizational management, administration, and reporting.
  • Experience in computer and automation systems.

Specialized Experience

  • Minimum of 1 year at GS-7 equivalent level providing technical guidance in administrative or comparable work.
  • Thorough knowledge of administrative procedures, development of administrative procedures, and the ability to support management decisions.
  • Volunteer and unpaid experience are considered.

Military Requirement

  • Membership in the Illinois National Guard is required before appointment.
  • Military grade: Minimum E3, Maximum E5.

Qualifications & Conditions of Employment

  • Must meet security clearance requirements (Secret).
  • Subject to drug testing and random testing protocols.
  • Eligible for relocation reimbursement and recruitment incentives.
  • Participation in direct deposit is mandatory.
  • May be required to work outside regular hours.
  • Completion of specialized courses in Aviation Resource Management is required.
  • Advanced Aviation Resource Management Special Certifications (066, 271, 063) may apply depending on training and role.
