Position: Supervisory Contract Specialist (Procurement Analyst), GS-1102-14/15
Pay: 116,820–116,820–143,736 per year (GS-14/15)
Location: Caribbean District (Duty location determined upon selection)

Who May Apply: Current, permanent USACE employees (GS-13 or higher)
Key Responsibilities
- Serve as the Chief of the Contracting Division, overseeing procurement for Puerto Rico, the U.S. Virgin Islands, and the Caribbean.
- Manage high-value contracts for construction, utilities, and architect-engineer services.
- Lead acquisition strategy, contract formation, and dispute resolution.
- Review bid protests, contract modifications, and Contracting Officer Decisions (CODs).
- Ensure compliance with federal acquisition regulations.
Eligibility & Requirements
✅ Current USACE GS-13+ employees only (GS-14/15 considered for detail; GS-13 for 120-day temp promotion).
✅ Must hold or obtain a SECRET security clearance.
✅ Defense Acquisition Workforce (AWF) certification required.
✅ Willingness to travel (TDY) as needed.
