Washington, DC – Are you a PhD candidate looking for real-world policy experience? The Congressional Budget Office (CBO) is offering dissertation fellowships for the 2025-2026 academic year. This unique opportunity allows doctoral students to contribute to crucial economic and budgetary analysis that directly impacts Congress. While the fellowship doesn’t offer a salary, it provides invaluable experience and resources for your research.
The CBO, a nonpartisan agency, provides critical analysis to Congress on a wide range of economic issues. Fellows will have the chance to collaborate with CBO experts on topics like energy and the environment, finance, labor, healthcare, macroeconomics, and public economics. The agency is particularly interested in candidates specializing in areas such as productivity changes, the effects of fiscal policy, tax and transfer policies, immigration, regulation impacts, climate change economics, childcare, and marriage determinants.
Fellows will engage in various activities, including data analysis (using CBO’s extensive resources), modeling responses to legislative proposals, and preparing background information for Capitol Hill staff.
