Position Summary

The Director of Human Resources Management leads the Smithsonian’s Human Resources Management Program, overseeing all aspects of Federal Civil Service and Smithsonian Trust employees. This includes compensation, benefits, recruitment, policy, organizational development, workforce planning, legal compliance, training, and orientation. The role is central to shaping the Institution’s human capital strategies in alignment with its mission and strategic objectives.

Key Contribution

Strategic HR Leadership

  • Provides senior management oversight for all human resource functions, including recruitment, employee relations, compensation and benefits, and professional development.
  • Develops and executes HR strategies that align with the Smithsonian’s organizational goals and priorities.
  • Advises management on human capital optimization and organizational efficiency.

Program Development & Management

  • Directs human resources programs, including workforce planning, position management, classification, labor relations, performance management, and employee assistance programs.
  • Implements innovative HR systems and methodologies to maximize employee productivity and engagement.
  • Monitors HR program effectiveness and ensures compliance with federal regulations.

Collaboration & Stakeholder Engagement

  • Builds and maintains relationships with museum directors, research institutes, and other institutional offices to understand needs and deliver comprehensive HR solutions.
  • Coordinates with the Office of the General Counsel and the Office of Equal Opportunity to ensure fair employment practices.
  • Represents the Institution with unions, government agencies, and professional organizations.

Organizational Development

  • Guides initiatives for succession planning, high-potential programs, and leadership development.
  • Assesses organizational effectiveness and recommends improvements in policies and practices.
  • Provides support and leadership for the Compensation and Human Resources Committee of the Board of Regents.

Best Candidate Profile

Education Requirements

  • A bachelor’s degree in a relevant field is required.
  • Advanced degrees such as JD, MBA, or MPP are preferred.
  • SHRM certification is a plus.

Preferred Qualifications

  • One year of specialized experience at or equivalent to the GS-15 level, leading a human resources department or significant human capital functions in a large, complex organization.
  • Proven experience in developing and executing HR strategies that advance organizational goals.
  • Strong knowledge of federal employment and benefit laws.
  • Demonstrated ability to build relationships, negotiate solutions, and manage diverse teams.
