Kuwait – The U.S. Army Corps of Engineers (USACE) is seeking a skilled and dedicated Civil Engineer (GS-0810-12/13) for a temporary deployment opportunity in Kuwait. This is an internal opportunity within the Transatlantic Division (TAD) – Expeditionary District.

As a Civil Engineer in this contingency organization, you will play a crucial role in reviewing plans and designs, as well as developing original designs for civil engineering aspects of a significant multi-million dollar construction program. Your responsibilities will include:

  • Analyzing designs from internal teams, expeditionary forces, other government entities, and Architect-Engineer (A-E) firms.
  • Developing original plans, design analyses, drawings, and specifications for complex civil features.
  • Preparing technical specifications, design criteria, and drawings for in-house designs.
  • Conducting quantity take-offs for accurate cost estimations.
  • Serving as the principal advisor on water resources, coordinating and participating in special study efforts for the supported Command.
  • Applying specialized knowledge in civil engineering and water/land resources planning to develop theater-wide water resource programs.
  • Leading project teams to address challenging issues related to planning, engineering, construction, operations, and emergency management.
  • Reviewing preliminary and final designs to ensure technical accuracy, compliance, feasibility, clarity, and consistency.
  • Contributing to the development of change orders and supplemental agreements by providing design advice for field issues arising from changed requirements during construction.

Requirements:

Desirable Skills and Experience:

  • Professional Engineering Registration.
  • Experience in site civil layout, including utilities research, and preparing plans/specifications/designs for parking, roads, drainage, and basic airfield design using aerial imagery.
  • Experience in writing Scopes of Work (SOWs) and Requests for Proposal (RFPs), technical specifications, and reviewing civil engineering work.
  • Proficiency in MicroStation or AutoCAD, including Inroads or Civil 3D.
  • Familiarity with the design and layout of wells, water treatment/distribution, and wastewater systems.
  • Familiarity with preliminary design and layouts for facilities like barracks, hangars, and office buildings.
  • Ability to conduct detailed quantity takeoffs and analyze field reconnaissance reports.
  • Strong interpersonal and communication skills for effective teamwork.

Important Considerations:

  • This position is temporary with a Not To Exceed (NTE) duration of 12 months.
  • Work may involve extended shifts of 12-16 hours per day.
  • Living conditions may vary and could be austere at times.
  • This position is designated as emergency-essential (E-E) and cannot be filled by a military reservist.
  • Incumbent may be subject to medical examinations, immunizations, and other requirements.
