Position Overview

The Budget Analyst will play a critical role in managing and analyzing budgetary operations across Smithsonian facilities. This position supports the Institution’s vision, mission, and strategic goals by providing financial insights and guidance to managers and departments. The analyst will contribute to budget formulation, execution, and reporting while ensuring compliance with federal regulations and Office of Management & Budget guidelines.

Primary Duties

Financial Planning and Budget Guidance

  • Advise Smithsonian managers, Associate Directors, and departmental analysts on budget formulation and presentation.
  • Conduct financial analyses, reconciliations, and payroll projections to support budget execution.

Budget Execution and Reporting

  • Assist in executing operating budgets and spending plans for assigned program areas.
  • Compile and analyze historical financial data to develop funding alternatives for proposed programs.
  • Prepare reports, tabular data, and narrative justifications in accordance with SF, OPMB, or Office of the Comptroller requirements.

Analytical and Administrative Support

  • Develop detailed budget recommendations for senior leadership.
  • Monitor organizational spending and financial status across various accounts.
  • Support ongoing improvements in financial management procedures.

Best Candidate Profile

Education Requirements

  • GS-11: One year of specialized experience at the GS-9 level or a Ph.D., LL.M., or equivalent graduate education.
  • GS-12: One year of specialized experience at the GS-11 level.

Preferred Qualifications

  • Strong understanding of federal budget processes, including budget formulation, justification, execution, and appropriation laws.
  • Ability to interpret and implement Office of Management & Budget regulations.
  • Excellent written and oral communication skills to convey complex financial information clearly to senior management.
  • Experience in conducting budget analyses and preparing comprehensive reports.
