The Veterans Crisis Line (VCL) operates 24/7/365, providing world-class suicide prevention and crisis intervention services to Veterans, Service Members, and their family members. Staffed by qualified VA employees, the VCL connects callers worldwide to timely, professional support, aiming to save lives and improve mental health outcomes.

Position Overview

The Supervisory Program Analyst will serve within the Data and Information Department at the VCL. The role combines technical leadership, program management, and supervisory responsibilities to enhance data systems, automation workflows, and operational efficiency. The analyst will oversee database and application development, provide guidance on process improvements, and ensure compliance with organizational policies.

This position is entirely remote, requiring the employee to maintain a secure, distraction-free home office with reliable internet. Occasional travel may be required for equipment issuance and technical support.

Key Areas of Responsibilities

Leadership & Supervision

  • Plan, assign, and prioritize work for team members.
  • Guide program goals and resolve work-related challenges.
  • Monitor performance and maintain regulatory compliance and quality standards.

Technical & Data Management

  • Develop and maintain databases, web applications, and electronic forms using Microsoft Dataverse or Dynamics.
  • Design data input/retrieval interfaces and automation workflows using PowerApps, Power Automate, Power BI, SQL, and Azure Cloud Services.
  • Oversee technical site plans, search strategies, test plans, layouts, navigation, and automation workflows.

Operational Excellence

  • Advise on automation opportunities to improve efficiency in administrative and program operations.
  • Collect and analyze user requirements, process flows, and data needs.
  • Develop Key Performance Indicators (KPIs) and provide reporting and corrective recommendations.

Remote Work Requirements

  • Maintain a secure, home-based workspace suitable for remote operations.
  • Ensure compliance with safety, privacy, and internet connectivity standards.
  • Travel as needed for VA support or equipment.

Candidate Background

Required Qualifications

  • U.S. Citizenship.
  • Time-in-grade: One year at GS-12 for current federal employees.
  • Selective Placement Factor: Experience designing and developing solutions using Microsoft Power Platform, including Dataverse.
  • Specialized experience in at least three of the following areas:
    • Supervisory planning and team leadership.
    • Database, tracking system, or web application development using Dataverse/Dynamics365.
    • Automation workflow creation and interface design using Power Platform and SQL.
    • Process improvement guidance for administrative or program operations.
    • Technical planning for site architecture, search strategies, layouts, and workflows.
