Project Manager – Economic Law & Policy (Remote Europe)
The International Institute for Sustainable Development (IISD) is hiring a Project Manager to lead assigned projects throughout the complete project cycle within its Economic Law and Policy department. This is a full-time remote position available to candidates based in Germany, Portugal, or the United Kingdom.
The role combines project planning and delivery, stakeholder and donor coordination, financial management, risk management, monitoring and evaluation, procurement, contracts, logistics, and team supervision. Candidates need at least five years of relevant experience and an advanced degree in a relevant field.
Job Overview
The Project Manager is responsible for successful execution of assigned projects, serving as a bridge between project stakeholders while coordinating plans, deliverables, schedules, resources, budgets, risks, donor reporting, and tangible project results.
Program-Level Responsibilities
- Ensure supervised projects comply with program-level operational plans, IISD policies, strategies, best practices, and established processes.
- Build and expand relationships with external partners and contacts in beneficiary countries.
- Support program staff in coordinating project-related matters with IISD corporate services.
- Support collection and consolidation of project status information.
- Ensure accurate supervised-project data is included in IISD’s annual budget planning.
- Help ensure projects meet expected contribution margins.
- Provide timely information related to expense reconciliation and accounts payable.
- Support the reliability of program information-management systems by providing accurate project status information.
- Contribute project impact information to program-level communications activities.
Project Planning & Governance
- Coordinate development of project proposals for identified opportunities.
- Work with Project Leads on financial elements, due-diligence documentation, and final donor submissions.
- Evaluate project change requests and support updates to project plans.
- Liaise with funders regarding grant agreements and review donor agreements for compliance with IISD policies.
- Coordinate donor reporting requirements and ensure project activities align with donor objectives.
- Coordinate progress reports, respond to inquiries, document interactions, and support donor meetings and relationship management.
Project Delivery & Risk Management
- Monitor project deliverables and team adherence to agreed timelines.
- Assess project resource requirements and optimize allocation of available resources.
- Coordinate contract negotiations with contractors and vendors.
- Identify scheduling issues and potential project bottlenecks.
- Support teams in establishing clear timelines and delivering quality outputs on schedule.
- Guide Project Leads in identifying operational, financial, and external project risks.
- Document risk-management activities and support appropriate responses to identified risks.
- Establish structures for tracking and reporting monitoring, evaluation, and learning data.
- Document lessons learned to support institutional learning.
Finance, Administration & Logistics
- Coordinate preparation of contractor agreements and approval of completed contractor work.
- Track contractor deliverables and support timely payments.
- Act as a liaison between IISD and contractors regarding subcontracting terms and payments.
- Oversee allocation and approval of project expenses.
- Set up, track, and refine project finances and prepare project cost templates.
- Manage project budgets and forecast future financial requirements.
- Identify budget risks and implement appropriate cost-control measures.
- Maintain accurate accounting records and communicate financial performance to stakeholders.
- Plan conferences, briefings, seminars, workshops, programs, and other project initiatives.
- Oversee travel arrangements associated with project activities.
- Maintain appropriate project documentation within IISD information and knowledge-management systems.
- Supervise assistants, establish annual objectives, conduct performance reviews, and support career development.
Required Qualifications
- Minimum 5 years of relevant experience.
- Advanced degree in a relevant field such as project management, sustainable development, or accounting.
- Experience managing complex, multi-year projects.
- Experience with monitoring, evaluation, and learning (MEL).
- Experience with finance, accounting, and administration.
- Experience with procurement and contracts management.
- Ability to make strategic project decisions and provide clear direction to team members.
- Ability to anticipate, identify, mitigate, and coordinate solutions to cross-functional project problems.
- Experience engaging external stakeholders including partners, beneficiaries, and vendors.
- Experience working with internal stakeholders across teams and departments.

Preferred Qualifications
- Project management certification is considered a plus.
Compensation
Compensation varies according to the candidate’s country of employment:
- Germany: Target hiring range of €50,500–€58,700 per year, with the ability to progress to a maximum of €66,900 annually.
- Portugal: €43,000–€49,600 per year.
- United Kingdom: £37,300–£42,400 per year.
IISD states that placement within the applicable salary range considers factors including market conditions, internal equity, candidate experience, skills, and qualifications relevant to the position.
Remote Work & Eligibility
