The Core of the Role
As a Facility Healthcare Program Manager, the selected officer will oversee healthcare operations at a medium to large-sized IHSC facility. The FHPM ensures compliance with accreditation standards, manages risk, drives quality improvement, and leads emergency preparedness and staff training efforts. Reporting directly to the Assistant Health Services Administrator (AHSA), this role is central to maintaining safe, effective, and high-quality healthcare delivery for ICE’s detainee population.
Primary Responsibilities
1. Operational Leadership and Program Oversight
The FHPM collaborates closely with the Health Services Administrator (HSA) to manage and monitor key IHSC programs, including accreditation readiness, risk management, and quality improvement. They ensure documentation accuracy, policy compliance, and timely data reporting while upholding IHSC’s high standards across multiple domains—such as infection control, environmental safety, and occupational health.
2. Accreditation and Quality Assurance
In preparation for accreditation and re-accreditation audits, the FHPM assesses health unit operations, trains staff, and implements improvement plans based on audit outcomes. They ensure consistent adherence to national standards, including ACA, NCCHC, PBNDS, and FRS, and lead local Quality Improvement (QI) initiatives by analyzing trends, managing performance indicators, and developing sustainable improvement strategies.
3. Risk Management and Safety Compliance
This position plays a key role in risk assessment and mitigation. The FHPM investigates incidents, oversees root cause analyses, and implements corrective action plans to ensure patient safety and compliance. They collaborate with other federal officers to maintain a culture of accountability, safety, and transparency within IHSC facilities.
4. Training, Education, and Capacity Building
A vital part of this role involves educating staff on healthcare compliance, risk reduction, and quality standards. The FHPM also serves as a CPR Instructor, conducting Basic Life Support (BLS) certification for federal staff, and may assist in training new FHPM officers nationwide.
5. Emergency Preparedness and Coordination
The FHPM ensures that all hazard emergency plans are current and practiced. They may serve as acting AHSA or HSA when required, demonstrating strong adaptability and leadership in high-stakes situations.

Required Education and Experience
- Master’s degree in a field qualifying for the USPHS Commissioned Corps officers
- Minimum of five years of relevant professional experience
- Current CPR/BLS certification
- Readiness to perform clinical activities within the scope of licensure (if applicable)
Essential Skills and Competencies
- Expertise in project and quality management, including performance metrics, data evaluation, and improvement strategies
- Proficiency in electronic health records and Microsoft Office tools (especially Excel and Word)
- Ability to interpret federal healthcare standards and regulations, including NCCHC, ACA, OSHA, and NFPA codes
- Exceptional written and verbal communication skills, with proven capability to produce reports and conduct staff training
- Physical readiness to perform in a demanding detention environment, including emergency response duties
Working Environment
This is a critical-sensitive (CS), high-risk position, requiring physical stamina and emotional resilience. The FHPM must be capable of performing CPR, assisting in evacuations, and working in austere conditions when needed. Travel up to 25% may be required, and relocation expenses may be reimbursed according to agency policy.
Application Process
Eligible USPHS officers and CAD candidates can apply between October 4, 2025, and September 30, 2026. Applicants must meet all eligibility requirements, including background checks, drug testing, and Selective Service registration (for males born after December 31, 1959).
Upon appointment, officers commit to an 18–to 24-month service agreement with IHSC and participate in the IHSC TDY On-Call Schedule (ITOS) as needed by the agency.
