Position Overview
This Title 32 Excepted Service position is for an Air Traffic Control Specialist (Terminal) in the Wyoming Air National Guard’s 243d Combat Airfield Operations Squadron (243 CAOS). Military affiliation is required. The specialist provides tower, radar, and non-radar air traffic control services to military and civilian aircraft operating under Instrument Flight Rules (IFR), Special Visual Flight Rules (SVFR), or Visual Flight Rules (VFR).
GS-10 incumbents perform ATC duties in the terminal control tower or radar facility, managing aircraft movement on the ground and in flight. GS-11 incumbents additionally serve as watch supervisors or senior controllers, directing controller actions and overseeing operational flow.

Key Responsibilities
- Direct aircraft in flight and on the ground using pilot reports, visual observation, and radar displays.
- Issue ATC clearances and instructions, adjusting flight paths, speed, and altitude for safe and efficient traffic flow.
- Guide students and experienced pilots, ensuring expeditious and safe air traffic management.
- Operate, train, and maintain automated communications and display systems critical to ATC operations.
- Conduct reporting for aircraft mishaps or hazardous air traffic events.
- Perform supervisory duties (GS-11), including shift briefings, facility management, and controller oversight.
- Assist in maintaining compliance with FAA and DoD regulations.
Ideal Candidate
Required Qualifications:
- High school diploma or equivalent; undergraduate specialization in technical/administrative fields desirable.
- Completion of a formal DoD/DOT Basic Air Traffic Control course.
- Valid Air Traffic Control Specialist Certificate and/or Control Tower Operator Certificate.
- Facility-rated and proficient in assigned ATC facilities.
- Eligible for membership in the Wyoming Air National Guard.
- Must meet physical and mental qualifications for ATC duty.
- U.S. citizenship required.
Specialized Experience:
- GS-10: Minimum 52 weeks as a certified air traffic control specialist in a tower or RAPCON facility.
- GS-11: Experience as a watch supervisor or senior controller; dual-rated in radar/tower facilities; experience in briefing, shift supervision, and ATC facility operations.
Military Requirements:
- Compatible military grades: E-3 to E-5.
- Air Force AFSC 1C151 (GS-10) or 1C171/1C191 (GS-11) or equivalent.
- Army MOS, Marine MOS, or Navy NEC compatible with ATC assignment.
- Must meet ASVAB and medical profile standards, lift 40 lbs. unassisted.
