The Naval Facilities Engineering Systems Command (NAVFAC) Atlantic is seeking a Contracting Officer Representative to serve within its Expeditionary Department. This assignment requires a full-time temporary duty deployment to Camp Lemonnier, Djibouti, Africa, for a period not to exceed one year. Core Responsibilities
Contract Oversight and Compliance
The incumbent will determine appropriate procurement alternatives to ensure the successful completion of contracting assignments. Performance Evaluation and Surveillance
This role requires applying performance evaluation methodologies and surveillance techniques to oversee contractor execution. The representative will inspect completed work, identify deficiencies, and ensure corrective actions are implemented promptly.
Acquisition Planning and Cost Management
The selected candidate will review contracts, contracting plans, and modifications to verify acquisition methods, documentation accuracy, and contract type appropriateness. Furthermore, they will develop pre-award and post-award schedules, prepare cost estimates for solicitations or modifications, and provide technical guidance regarding contractual performance requirements.
Program Coordination
The position involves gathering operational data from multiple sources to resolve work execution issues and improve contract support effectiveness.
Work Environment and Conditions
Camp Lemonnier presents a challenging environment characterized by prolonged heat and humidity, seasonal rain, and exposure to environmental hazards, including insects, wildlife, and poor air quality. Work shifts may extend to 12 to 16 hours per day and exceed a traditional five-day workweek.
Although indoor facilities typically provide power, water, heating, and cooling, service interruptions may occur. Living accommodations consist of containerized units with shared facilities, and initial quarters may involve tent housing. The assignment may require contingency support, including physical readiness and immunizations appropriate for the region.
Compensation and Overseas Benefits
In addition to base salary, the selected candidate will receive:
- Post Differential Allowance is currently set at 25 percent of base pay, beginning on day 43
- Imminent Danger Pay of $225 per month during the first 42 days
- Local Market Supplement based on parent command location
- Eligibility for overtime pay

Eligibility Requirements

Retired military personnel appointed within 180 days of retirement remain subject to applicable federal statutes.
Professional Qualifications
Applicants must demonstrate at least one year of specialized experience equivalent to the GS-11 level in the Federal service or comparable experience in the private or public sector.
Qualifying experience must include:
- Applying performance evaluation and surveillance methods to oversee contractor performance
- Monitoring a range of contracts and modifications for acquisition propriety and documentation accuracy
- Developing cost estimates and schedules for solicitations or contract changes
- Providing technical guidance related to contractual performance requirements
